April 3rd was a pivotal day in the Oregon Legislature as a comprehensive, preemptive law surrounding ride sharing in Oregon was considered by the House Committee on Business and Labor at a public hearing.

It was a long hearing with supporters and detractors offering their perspectives in testimony.

Salem Mayor Chuck Bennett spoke in favor of House Bill 3246. In his testimony, Mayor Bennett stated “we think it makes sense to have one ordinance statewide”. House Bill 3246 would accomplish this.

Mayor Bennett’s testimony begins at 1:10:16

There is no clear path forward with HB 3246. Bringing statewide consistency to this industry seems sensible, but it appears to be too politically charged at this time to move forward in the near term.

The City of Salem is forging ahead with exploring the adoption of ride sharing services. The next step in this process is a public hearing 4/10 at 6:00 PM in Council Chambers at City Hall.
